Portable Appliance Testing is a requisite by Electricity at Work Regulations 1989 that requires electrical systems in Work environments be maintained and kept in safe conditions so as to prevent the risk of electric shock or injury. In order to meet this statutory requirement, electrical inspections and testing must be carried out on all electrical appliances in use at work environment. Employer or person under the duty of care is responsible for meeting this legal requirement.

A quarter of all serious electrical accidents at workplace involve portable appliances. Portable appliances are electrical equipment with leads and plugs that are normally moved around, or can easily be moved from one place to another. There is a legal requirement for employers under the Health and Safety at work act 1974 to take adequate steps to protect user of portable appliances from the hazards of electric shock and fire. The responsibility for safety requirements applies equally to both small and large companies.




As per legal requirement governed by Electricity at Work Regulations (EAWR) 1989, the essential purpose for inspecting and testing electrical Installations is to ensure that, new installation is safe to be put into service, or the existing installation is not damaged as to impair safety. To meet this requirement an Employer or Responsible person must ensure that any new electrical Installation is inspected and tested and issued with Electrical Installation Certificate (EIC).

Existing electrical Installations must also be periodically inspected and tested, and Periodic Inspection Report issued to confirm it safety for continuance use. Under Fixed Installation and Testing, a detailed visual inspection of the Installation is carried out together with automated testing using approved 17th edition electrical tester to determine the reliability and health and safety consistency of the Installations. If defects are found, remedial work will be carried out immediately to bring the installation back to the level of the required safety standard.




It is of extreme importance that Fire Alarm System is correctly installed and maintained as life could be at risk and property damaged as a result of fire.

BS 5839 Part 1 classifies fire detection system into three categories namely

(i) Type M: Break-glass in order to activate Sounders. This is a manual system and does not automatically operate unless manually activated. It is for protection of life.

(ii) Type L: This is an automatic fire detection system for the protection of life.

(iii) Type P: This is also an automatic detection systems but for the protection of property.

It is important that Fire Alarm Systems are installed and maintained in compliance with the requirements of EAWR 1989, BS 5839 Part 1, Wiring Regulations BS7671 and Manufacturer’s instructions.




Emergency lighting provides temporary lighting in the event of power loss in public buildings. Emergency lighting should be installed and maintained to the highest standard so as it operates satisfactorily when called into action. It must be installed in accordance with EAWR 1989, BS5266; Part 1, Code of practice for emergency lighting.

(i) It indicates clearly the escape route in an emergency such as power loss or fire.

(ii) It provides well illuminated escape route to allow for safe movement toward exits.

(iv) It provides for Standby lightings for example in hospitals, factories, industries or when an operation or process once started, needs to be continued even in the event of power loss.
